The number of children in prekindergarten programs is increasing. Yet, low-income children are still much less likely to have access to these programs than other children.
The first President Bush formed the National Education Goals Panel in 1989. The first goal stated that by the year 2000, every child would enter school ready to learn and that access to a high-quality early childhood program was key to meeting this goal. This goal has not yet been achieved after 17 years.
