Child Welfare Financing

CDF advocates for changes in child welfare financing that will result in improved outcomes for children. Most federal funding in child welfare pays for foster care, but additional resources and substantial changes are needed to help states support children and families through:

  • prevention
  • early intervention
  • specialized treatment services
  • quality foster care
  • post-adoption and other post-permanency service
  • continued protections 
  • increased accountability
