Congress Returns from Break with Deadline Looming

This month, Congress is in session for just eight days. By midnight on September 30, they must pass a bill to fund the government for fiscal year (FY) 2013, which starts on October 1. Last month, Congressional leaders announced that they had reached agreement on a continuing resolution (CR) to fund the first six months of FY 2013, which would avert a possible government shutdown when the current fiscal year ends on September 30th. If this CR is adopted in September as expected, it will maintain many programs at their current funding levels through March 31, 2013. Additional Congressional action will then be required before April 1, 2013 to keep the government running for the remainder of FY 2013.
