During his state of state of the address, Governor Cuomo made a comment about it being easier for a 16 or 17-year-old to find a jail cell than a job. We've [Capital Tonight] talked about this many times on the show. New York is one of only two states to try 16 and 17-year-olds as adults. Advocates are hoping to see that change this year.
