 This report provides the results of a review on the Program Improvement Plans (PIPs) that all states, DC, and Puerto Rico were required by federal law to complete and  provides federal policy recommendations to improve the child welfare workforce. This report reviews the extent to which workforce issues were being identified and addressed by states.
